The exact prompt layers each agent is given — composed live by the same code that runs a real turn (resolveScope → buildLayers → renderPrompt), so this can't drift from what the model receives.

Today there is one agent: the Chief of Staff. The Org/Tenant layer shown here is for the whole accessible scope (no anchor); a conversation anchored at a node renders a narrower one.
